Blotches on skin?

I have these light brow blotchy spots on my inner arms. Sometimes red, but it turns to brown. Only on the inside of my arms. I have been to the dermatologist and he said it was eczema, but I don’t think so. The skin is not rough in that area. It’s very smooth and only itches if it’s dry. I notice it gets worse in the sun. Any ideas what it could be? Can anyone relate?
