What is "smudge-proof" photo ?

What is the meaning of smudge proof photo?
Is it “without spots” ?

I think it means that when you touch the photo you won’t smear the dye and is ready as soon as you develop the photo. Is it with a do it yourself at home type thing from you printer or at some film developer machine like they have in Walmart?
