You have options. Lots of them, in fact.
1. Wait about a week for it to go away (this is probably the best option since popping pimples is technically bad, but also the least appealing choice when you’re annoyed by the pimple).
2. Twist your arm around and pinch the pimple with one nail against another finger of your opposite hand. This is a bit awkward and takes some patience, but it usually works.
3. Get a good friend to take care of it for you.
Squeeze that sucker and then wash the area well.
Nutragena “On the Spot” acne treatment works great. But I would probably pop it too.
I used a pair of tweezers once. I hope I cleaned them off with alcohol before and after, but I can’t say I’m sure about that. It was a long time ago. Sorry if that’s TMI.
If it was on your back and you were shaving, my wife would be all over it! Sorry, A little off topic and not too helpful. With one hand it would be kinda tricky, you might try sterilizing a pin to pierce it and then squeeze the juice out. Popping, however satisfying, is rough on the underlying tissues and can cause scarring, although on your elbow I don’t think that matters much.
