Is a 1080i video more prone to pixelation when compressed than a 1080p one?

Whether it be cable or OTA channels I always see the image become pixelated during fast action scenes, is it because the video source is in 1080i? Bluray and streaming sites play smoothly during flashy and fast action scenes.
