Why could I not give a GA?

I just tried to give a GA to someone and could not. I went to the person below and could. I noticed that if the GA was underlined there was access but if it was not you could not. Is there a feature that allows people to opt out of the GA thing or is it punishment for some infraction since the stocks have gone out of favor?

If it is not underlined, it usually means that you gave that answer a “GA” already.
