Is the 3-questions limit based on an absolute 24 hours, or a day determined by 12 AM-11:59 PM?

E.g., if I ask 3 questions at 10:59 PM, 11:29 PM, and 11:59 PM respectively, does that mean I can ask three more a minute later; or does it mean that I have to wait until 10:59 PM the next day before I can ask another one?

Logically speaking I’d say yes you can ask again a minute later. As it says you can ask three a day, not three every 24 hours.
