What is the least busy time on average on the freeways while there is still sunlight out?

During the SuperBowl. There is generally minimum traffic during the game.

Sundays, between 7 and 8 a.m. That’s when pros shoot pictures, and if they need to shut it down when they get permission to close roads.

If your talking about setting up a tripod and shooting from the side of the I-5, good like and get the road shutdown by CHP.

In this area (one of the worst traffic areas in the U,S.) the freeways are least busy from 9:30 am to 10:30 am during the short days of winter. In the summer again at 9:30 am to 10:30 am and also after 7: 00 pm (except on Friday evenings).

FYI: I usually work from 10:30 am to 7:00 pm. Because it is impossible to be anywhere around here consistently by 8:00 am. (Unless you leave your house at 3:00 am).
