Are the fans on a Dell 1750 power-saving capable?

Ie: can the fans change speed to deal with rising heat, or slow down when the machine is cool enough?

Yes. They run high or low. The fans will kick into high gear if it detects certain fault conditions like a power supply going offline or a thermal threshold getting crossed.
