What electronic device should I get and where should I get it?

I am a teenager living in the UK and I want to buy an electronic device to do this on:
Browse the internet.
Stream music.
Use Deezer (deezer.com).
Check emails.
Manage files.
Shop online.
I want to do this for as cheap as possible, so what should I get and where should I get it?
Also, I don’t mind people outside of the UK answering this, but they probably won’t know where to buy it from in the UK. Any help is greatly appreciated though!

Have you looked at a Chromebook?
Yes, mrentropy, I have. However, they need the internet all the time. I want to be able to use my device offline. Thanks for the answer though

You may have missed this in your list of intended uses.
I have a Nook Color (one of the old ones) that I bought solely due because it was easy to root/flash and turn into a full-on Android tablet for cheap. You can’t do that with the new Nook Tablet, but those cost more anyways.
@tom_g: I think ‘manage files’ pretty much suggested that. However, I shall make sure that I am more precise in the future.
@jerv: Thanks for your contribution, but in order to fully use Deezer I need to upload files. Although I can get apps to manage files on an android tablet I cannot have the capability to upload files onto websites. This is one of the main problems that I have been running into. Thanks for your answer though!

It is pretty vague. Especially considering that it was listed as 1 of 6 intended uses. Also, in 2013, “manage files” doesn’t necessarily exclude purely cloud-based services.
Get a cheap Windows notebook. Then you can “manage files” and do all of the other things, which are internet-dependent.
@make I’ve uploaded as well, but generally to FTP servers. That requirement may require a netbook; I liked the value of my old Aspire One, which seemed to do better than peers that cost twice as much.
