Why? Because they are Americans.

When? Since the 14th amendment in 1865 or so.

FYI Theres a black president too, but theres one or two things in the middle, go to the library.

I don’t know why everyone assumes that the OP is American. @germangirl if you are unsure how to begin to research the answer to this question, I would recommend going to your school’s librarian and asking for tips. If you are new to this kind of research, it can be hard to figure out which sites to trust and which not to.

@janbb As I’ve mentioned several times when this sort of response arises, it is not against Fluther policy to ask or answer homework questions.

From the Help tab:

It is not against the rules to ask homework questions. In general, the community expects that homework questions will demonstrate that the asker has already done some independent work on the problem, and responses may be removed if they just give away the answer instead of prompting the asker to work it out. Requesting and providing help, however, are both allowed.

[Mod says] @SavoirFaire is correct. People are allowed to ask for help with their homework. We do however expect the original poster to provide some evidence that they have done some preliminary work. We also do not encourage people to respond with ‘just Google it’ type responses. That is considered to be unhelpful.

@germangirl – I think I can understand your confusion. The web is not the best source if you have not identified precisely what you want to know. If you just want a date, then Google “Fifteenth amendment”, or “African-Americans suffrage.” But it is a complex subject and you would be advised to visit a library. Many important libraries have online catalogues that you can search, then you can make a list and take it to your local library.
