What can teachers do to improve reading conditions when their classrooms have only fluorescent lights or no windows?

Desperate for ideas, especially since fluorescent lighting can cause migraines.

I knew teachers who put tissue paper up over the lights (you can easily open up the plastic cover of the light and just lay it in) and then they also brought in their own lamps for incandescent lighting.

Take them outside in the sun, if possible ( weather permitting).

We grew up with fluorescent lighting and all of the classmates had to get eye glasses soon after about 6 months!

When I was in college I would string white Christmas lights around the edges of my bedroom. It created nice, ambient lighting.
