How to reduce effect of temperature inversion?

Welcome to fluther. This sounds like a homework question and we don’t answer them here but we’ll point you in a direction to look. Are you talking gas, fluid, or solid?
1. Set up huge fans, like a hundred yards across, to blow cool air up into the atmosphere.
2. Put other huge fans on the nearest ridge tops to blow the hot air into moving around.
3. Have planes fly over and spray water just above the inversion layer, to cool things off and maybe start raining.
4. Schedule lots of picnics for high altitudes; picnics always cause rain.

Homework question or not, what effects are you trying to mitigate? Human / respiratory, weather, fire danger, or what?
A quick guess is that large panels with rotatable vanes reflective on one side and black/absorptive on the other could be used to control the Δtemp. between surface and upper atmosphere temperatures.
Last year we had a really warm March and a cold April. The fruit trees started budding early and then were at risk when we had a hard frost. An apple orchard near here hired 8 helicopters to fly over it’s orchard all night. It worked.
