What is your opinion of foster parents for teens? Do you know any?

Say a teenager is obsessed with smoking weed, lies a lot, likes Xanax and has been found using his parents’ credit card numbers. He is put into foster care. What are his chances of being rehabilitated and turning his life around? Are foster homes mostly wholesome environments or have you found them to be disasters?

I can’t say “mostly” anything, because there are good homes and bad homes. And what might be a good home for some is an awful home for others, and vice versa.

All in all, a teenager like that is in much better shape than a lot of others in the system.

Frankly my experience was quite wholesome. Of course the sample size was quite small, I was only in one.

I have not had the experience, and would be very skeptical about thinking a foster parent could make a difference.
I did know a single woman who adopted a foster child that was 11 at the time, some years ago now.
It was a disaster.
The girl had a lot of emotional and behavioral issues and by the time she was 16 she was running away, stealing the foster moms car, had accidents that involved property damages that the woman was held liable for.

Sadly, while I think a desire to help is noble, the hardcore reality is that a lot of these kids are really damaged and the odds of a happy outcome are minimal.
