Where are the hoverboards?

In October, 2015, Marty McFly arrived in (Back to) the future to find a world where kids rode hoverboards, and cars could fly.
It has gotten pretty obvious that isn’t gonna happen at this point.
So, the only answer is: What did Marty do in the past that stopped the invention of the hoverboard?
How does this get fixed?

See, I’m betting that Biff used some of his money to invest in something that paid off big time in hover technology. When Marty caused Biff to lose his fortune, or never to have gained it, it also destroyed the essential R&D that created the Hoverboard. But what was that R&D?
