Can the Wow signal be a congratulatory message for the Voyager one probe launch?

I have no idear, but thank you for introducing me to this! Gotta read up on it.
All fascinating, but why would we get congratulations before an event? Especially when the signal is possibly light years away in origin. And if they were sophisticated enough to time travel to get us a signal around the time of the launch, I’d think they send us something a bit more intriguing.
@zenvelo Maybe it is a password to leave the planet? Like a garage door opener. Or it is a test of our communication capabilities? It could be a prank I see the word Jesus in the code… just because It has the letter J at the bottom and you read from bottom to top.
There is no possibility.
The closest star to the WOW signal is Tau Sagittarii, which is 122 light years away. This means that the signal (assuming that it is actually from outer space) must have been sent at least 122 years before 1977, which is 1855.
A second problem is that the signal was recieved before the launch. Common sense dictates that congratulations should have been recieved after the event.
Also, if aliens were close enough to Earth to observe the launch, why would they go through the trouble of send the message from the home planet 122 light-years away (and in the past)?
Also, why would they send congratulations for voyager 1? Why not voyager 2, which actually launched before voyager 1?
Voyager 2 still launched after the signal was recieved.
@PhiNotPi Can you find another probe that is close to the date? It could be Elvis going home?
