What can I do to get empire total war to run faster?

My empire total war game lags a lot sonetimes. What is everything I can do to improve its performance?

Get a new video card, get an SSD, get a better CPU, get a new motherboard, get a whole new computer, close down extra programs, run in safe mode, use a game booster program, try liquid cooling your PC, try on a laptop, try on a netbook, try on a PC, try on a server, try on linux, try on mac, try on windows…
