How should a Tweet of a question be formed?

Seems that the automation that Tweets our questions on Twitter is busted, as is the Facebook rebroadcast tool. I know how to replicate what the Facebook automation used to do, but I’m less familiar with using Twitter. When that was working properly, what got Tweeted? If any of you Tweet your questions by hand, what’s the methodology used? Is that how what’s getting posted there now gets there, or is there some magic I am unaware of that makes one or both of the social media share checkboxes actually work for some of you?
