What is doing this to the freeway?

These are killing my low profile tires! It looks like something extremely heavy was dragged down the freeway , it’s about 1 ft into the lane, some places it’s a solid line, other times it just seems to skip around the road. They aren’t putting down new asphalt but they are widening the freeway (just getting the land near the freeway ready by clearing brush and whatnot).
Anyone know is making these tire shredding marks?

Yes, that’s the NSA dragging all their spy information down the road. It’s ruining everything.
Someone needs to tell them they’re on the wrong information highway.
The Inland Empire is nowhere to be seeking information….......unless its information on drive by shootings or gang etiquette.
Can you post a new link? The original is giving me a whole new type of error message for links of this type: “database error”.
I have always thought they were from rims grinding into the asphalt after a tire blows out.

@Silence04 I would have thought the same but these go on for at least 30–40 miles and I would hope the driver would have noticed something wrong before getting so far.
It’s definitely some kind of damage, not planned work on the road such as asphalt stripping for reprocessing / repaving. But I don’t think it’s from a flat tire, which wouldn’t have gone on for more than a few feet, until veering to the side of the road. (Although tractor-trailer rigs can develop flats that can do a lot of damage, too. However, you’ll usually see the shredded remains of the tire as it beats itself to death – or starts to burn up, and those rims won’t contact the roadway.)
I did find this but I don’t think it’s the same, there is nothing safe about the ones I’m dealing with, if anything, I’m in more danger because its so freaking hard to avoid touching them with my tires, and they put the center divider right on the white line (I could reach over and touch one if I had my arm out my window). It’s ridiculous, I have asked everyone I know and no one has a clue, not even my mom who is a civil engineer, and has worked with caltrans, and construction workers for over 25 years.
