Ugh, I hate my legs. They’re gross and fat. What can I eat and do to get rid of them? I feel like I’m going to die because of this situation.

Lipo or diet and exercise.
Second @Judi Liposuction is only way to remove / spot reduce fat deposits.
To lose any fat anywhere on the body one needs to do cardio. That can be walking for 20 minutes per day with an elevated heart rate. Avoid carbs at night. Eat plenty of fresh fruit and vegetables. Avoid salt. Steam cook as much as you can.
Daily walking! If you’re not currently exercising, this is a great way to start. Set goals. Start at a block or two, and over time build up to one, two and three miles or more five or six days a week.
Along with walking or cardio you need to build muscle in your legs by adding lunges and squats. More muscle means more calories burned, even when at rest. You can do lunges and squats while you watch television or when you’re cooking dinner if you are short on time. Start slow with about 20 of each every other day, then add more when you feel you can handle it.
I think @kimchi is young, if I recall correctly. Liposuction may not be an option.
First of all, SQUATS. There is a one month squat challenge that I love to do once in a while. Adding some light weights also helps.
Run. Run a lot. I’ve been running 8–10 miles a day and I am developing some sexy legs.
Eat clean. Don’t eat fried food, fast food, or an excess of fats. Try eating more lean meats and greens.
Another thing, stop saying how gross and fat your legs are. You must start loving yourself and your body before you can make healthy progress. A fit body is best paired with a fit mind. Beating yourself up over how you look now will not lead to progress in the future. In my experience, it can lead to disordered eating and other mental health issues.
Squats are going to build her upper leg muscles!
She needs to burn calories and fat. Muscle does help burn calories faster, but muscle does not replace fat and vice versa. They are two different things. You can spot build muscle, you can not spot build or take away fat.
I have my doubts the OP really has very big legs. Plus, the fashion now is to have hips and shapy legs. Back when I was young it was all about big boobs and small butts. Even mannequins now have bigger asses and thighs.
@JLeslie Squats help tone the area after fat loss, though.
@mambo She may already be very tone, we have no idea. If she actually does have a lot of fat on her legs it is hard to know what muscle tone is in there. The fat is over the muscle. The bigger the muscle the bigger the leg. Looking tone has more to do with being lean than building muscle. Assuming she does not sit all day long doing nothing.
Squats and lunges will not hurt, they will help in the long run. My legs were tone and flab free when I added squats and lunges to my cardio routine.
Not only do these exercises burn calories, they also firm thigh muscles and boost metabolism over time. Although squats and lunges will not make thigh muscles smaller, they can help to reduce overall fat in the body, revealing toned muscle and giving legs a lean look.

Walking uphill does wonders for the tone.
It seems to me that you should not exercise your legs – especially to excess. You are, after all, trying to loose leg mass. Stick with diet and, perhaps, cosmetic surgery.
Fat reduction through calorie restriction and exercise cannot target a specific body part.
I disagree with @hsrch. You should should exercise your legs plenty.
Cosmetic surgery on legs is rare and risky and an insane suggestion for a 13-year-old.
Lunges and squats are fine for the young, but can lead to knee problems, particularly if you already have knee problems.
First of all, it’s important to love yourself regardless of how you look. You are unique, special, and probably very loved by at least one person in this world. Ultimately, you should work on loving yourself and then all other good things will flow from that self-knowledge and acceptance.
That being said. Usually if you want to lose fat in one area, you need to work on losing body fat across your whole body. You’re not a Mr. Potato Head with disparate parts—your whole body works together as a system. Daily cardio for 30–60 minutes a day at a decent heart rate (you should be sweating…) will help get you there.
The other side of the equation is eating better. Most processed foods are packed with calories and other satisfying carcinogens. Try eating more fresh vegetables and fruit. Substituting filler foods for vegetables during some meals also helps: a cup of steamed vegetables is roughly 50–70 calories, whereas the same cup of rice is ~250. Those calories add up to several pounds of fat in a year. Also, try to eat more fish and stay FAR AWAY from sodas and sugary drinks. Upping your water intake will also help keep your skin clean and clear.
I use MyFitnessPal to track my calories and watch inspirational shows like Extreme Makeover: Weight Loss Edition to keep me motivated. So far I’ve lost 60lbs and am in the best shape of my life.
So, first and foremost—love yourself. And, if you start feeling sorry for yourself, go visit someone who has lost a leg. That will definitely give you some perspective.
Good luck.
