What if you are missing the "Tools" in IE8 and IE9?

On IE8 and IE9 when the menu bar is missing from the screen, (which rarely happens) you use the The “Tools” at the top right of screen (between the question mark and “security”) in order to bring on the menu bar. But what if that is also missing from the screen?

Hmm… maybe try View > Toolbars, and check Menu?
Oh. Try right clicking at the top and seeing if you can add toolbars. That is what I do in Firefox andChrome. I have forgotten if that is consistent with IE. I believe it is.
Oh I’m sorry guys, I meant it happened on IE9. I will get back @glacial
@glacial the “File” “Edit”, “View” etc.was missing.
@flo Oh I see. I think @Imadethisupwithnoforethought‘s suggestion works… if you right-click on any part of the top of the screen, you should have the option to add menu items. Unless you’re in full-screen mode – then a different approach would be needed.
I tried removing the bars by using F11, and the right clicking at the top of the screen gives me one of the other option menus, the one that includes: Select All” “Add Favorites”, “Properties”. But it works when the bars are on the screen.
…Rather, _“I removed the menu bar by using F11 and then I right clicked but it doesn’t give me the one with “Menu Bar” etc. . It sounded confusing above.
