Why does "when i look to the sky" appear twice on Train's My Private Nation CD?

Just one of those things that makes me say what? Why does that song appear as the third song and then again as the 12th song? I’ve never come across a CD or album like that. Any Ideas? I thought this would be good for a Friday question.

Track 12 is identified as the “Radio mix”. It’s a few seconds longer than the other one, so in this case Radio Mix doesn’t mean “shorter” like it does for a lot of songs.

My guess is that Track 12 cleans up language so it playable on Am/FM, whereas the original track wasn’t playable due to lyrics.

But that’s just a guess.
