According to my research, it is probably the Lop Nur potassium sulphate plant.

There are several photos of the area here:
https://www.google.com/maps/preview#!q=%E7%BD%97%E5%B8%83%E6%B3%8A&data=!1m4!1m3!1d99096!2d90.787239!3d40.48456!2m1!1e3!4m10!1m9!4m8!1m3!1d4332895!2d90.726757!3d40.4293212!3m2!1i1366!2i535!4f13.1&fid=7

After translating the labels of these photos, the Google God led me to this article:
http://www.newshome.us/news-4733233-SDIC-Luo-K:-the-introduction-of-NOSA-build-a-strong-security-system.html

A further visit to Wikipedia also refers to this installation as a potassium chloride factory:
http://en.wikipedia.org/wiki/Lop_Nur

The “pools” themselves are solar evaporation ponds, similar to what they use to manufacture table salt.

Thanks @ragingloli The place is huge and in the middle of nowhere. I couldn’t figure out what it could possibly but that makes sense, thanks.

According to the people above me… Problem solved! Impressive show of nerdtastic researching there @ragingloli Anyway, I have nothing more to add, but that’s all kinds of interesting. :)
