How to contact Google's staff for a clarification?
Hello!
I have some questions about Google’s “Terms of Service” that I would like to ask. I have tried on Google Product forums, but they simply stated that “None of us can speak for Google” and “You’re in a user-to-user forum. You won’t get an “official answer” here”.
But all Im asking its just a clarification! how’s possible that there is no ticket-system to ask a question to a staff member?.

Which has no links whatsoever to send a question directly to someone who isn’t a simple Google user like me. In fact, all links provided in the said page are yet others articles, forum posts, guides, faq sections, and stuff like that, but its nowhere to be found a “ask a question” feature (unless its to another Google user).
So my question in short, HOW to contact a Google staff member for a clarification?

You haven’t told us which Google product you are referring to, nor what specific statement in their “Terms of Service” for that product you need clarified. If you give us that information, we might be able to help you find your answer.
You also don’t indicate whether you have actually read through all those FAQ (frequently asked questions) pages to see if your information is clarified there.

In response to your private message (PM): Yes, your main question is asking about how to contact a Google staff member. However, it is unlikely that any of us will be able to find contact information beyond what you’ve already found in your own search. Most large companies seem to do this because the vast majority of people’s questions are already addressed in the information that is out there, and they want to minimize the amount of spam and other nonsense their employees have to wade through.
I suggested that you might provide us with additional information about what it is you are not clear about, and the Fluther collective might be better able to help you find your clarification, than at getting contact information for Google staffers.
You could also ask your own attorney to review and clarify the terms of service for computer and web applications and to advise you before you click “I agree”.
