How do you get film footage to make into fan videos?

That looks like the scenes were ‘ripped’ from a DVD. You might be able to use something like Windows movie maker or iMovie to do that, but there might be DRM (digital rights management, anti-pirate) features in both those programs.
Notice that the YouTube you cite mentions that another video like it was taken down by YouTube, probably because it violated some copyright.
If you’re going to ‘rip’ some scenes from a movie for your own viewing that would not be a problem, but if you post it online, like at YoutTube, don’t expect it to stay up.
Typically, in order to use copyrighted content on YouTube, the purpose, in order to comply with fair use, has to be for commentary/criticism, educational, or other creative features. A “fan video” that almost summarizes a film, in example, by using short, possibly edited clips, usually needs to include more than said clips from the original feature to constitute fair usage of the content. Youtube don’t seem to care much about taking down video-clips made for this purpose. My daughter has made a lot of fan videos, using clips copied from several different anime series, put together with a soundtrack to tell a new story. None of it is legal, of course. Many times she’s found that Youtube have left the video alone but deleted the soundtrack. I have no idea why they don’t delete the video as well.
I wasn’t really asking about the legalities. Maybe I just want to make one for fun or to share with my friends on Facebook. I just really don’t know how to “rip them off a dvd”
