Is it possible to triangulate a different phone's position?

Well I am bored and I was wondering if I could find out where some of my friends are, I looked it up and I found 2 joke websites and some not so helpful information sites

The new iPhone offers a way to track your friends. Police can triangulate some phones if needed to find lost people.

They would have to opt-in to a service that transmits their info to database. But, no you can’t just type in their number and see where they are.

Government agency’s can do this. You probably can’t. And if you knew how to you wouldn’t have asked this question.
