Should questions with article-length details be in headline case?

As in the case of this question, a simple question with a brief set of question details would reasonably be in sentence case. But when question details get many paragraphs long, as in this case; they essentially become a Web article and it seems reasonable to me that the question then becomes the headline of the article, and thus should be in headline case. Should we have a rule in the Fluther Book of Style?

And yes, while we are on the subject of headline case, the word “we” in the headline of the linked question should have been capitalized.
