How do I make users' answers appear in quotes?
Besides just putting ”” around them in my answer.

There isn’t another way. There are some formatting options to change the way your text looks (see below the Answer box, where it says “Style your text!” but there isn’t anything you can click that “quotes” a previous answer in your reply.
I don’t use quotation marks for other user’s comments—for emphasis, I use italics.
You can also make a quote stand out, without using quotation marks with our styling formats, which you can see the entire list, if you click right below the answer text box. I like to put a star (or whatever that symbol is above the number 8 on a keyboard) on either side of a phrase, and that will make the phrase be bold. It will look bold like this.
Otherwise, you just have to put the quotation marks in yourself.
I can’t fucking stand it when users do that, just about my only Fluther peeve.
I find it makes it easier to read.
I don’t do it often, but I really like surrounding the text with @.
I CAN’T DO THAT, DAVE…
