Anyone know what the flag is above the PacBell building in San Francisco?

The building is the big neogothic building in SoMa, 140 New Montgomery. The flag (which I’ve never seen a flag on the building) is a black flag, with a white circle and an arrow through the circle. Just showed up today.

Any ideas?

it’s rogue skyrise piracy. 140 new montgomery was the third in a three building installment. she was beautiful and i glad you folk took notice.
