Why are some umbrellas sold with net-like covers?

I can’t figure out what the net is for.

Can you describe what the net-like cover is like or provide a picture?
Is the net part of the packaging and intended to be thrown away, or is it the “cover” meant to be used when you store it?
So when the umbrella is wet, but you are done with it and put it in the cover, it will dry out.
