I was shirtless when a car with girls in it said this to me.

Guess it would be in the tone of how they said it.
Teenage girls can be some of the meanest, cruelest people on the face of the planet.

Well, I take it as more of an insult when they say put on some pants.
Unless a guy’s at the beach or a swimming pool, shirtless is a very low-class, wince-inducing look.
So, while it’s rude to yell at some stranger to “put a shirt on,” the comment might have had nothing to do with your looks or physique. The girls might have simply been telling you to wear a shirt when you’re in public.
It was most likely an insult (a very mean one) but there is the slight possibility that they were suggesting that being shirtless was not appropriate for the situation (in a place of business, at church, walking down the street when not near the beach, at the home of someone you don’t know well enough to be shirtless).
Yes. It is also good advice.
It’s an insult that you deserve, if you’re not at the beach or the pool.
