What's the best way to ruin the elastic in the waist of a sweatshirt?

I don’t like my sweatshirts to ‘draw’ at the waist, so I’m looking for a way to ruin the elastic.

Seems like heat should work, but what’s the best way to heat that part only, without scorching?

Age ruins elastic after time, but I don’t know what’s involved in that process.
