When referring to A2/AD (anti-access/area denial) what is it considered?

What would be the correct word to use? I viewed it as a strategy by a country. Is strategy the correct word to use?

It’s called security by insiders, secrecy by outsiders.

Strategy has nothing to do with it. Strategy is positioning one’s self to take a tactical position in such a way as to maintain or advance an advantage.
