Is this necessary before putting down landscape plastic?

I guess it’s not really called landscape plastic but it’s the plastic sheeting you put down so weeds don’t grow. Question: do you have to pull the weeds out first? TIA

I’m lazy and do not bother. The black plastic and mulch on top will kill the weeds below.

No. Like @LuckyGuy said. It might help to pull any weeds so the plastic lays perfectly flat.
