Would a bounty of 1 Billion dollars to the government who captures and kill ISIS leaders work?

I was wondering if perhaps money would motivate the capture and death of Isis leaders. We spend billions in wars anyway, so what if we paid 1 billion and let others do the work for us? We don’t even have to do it all ourselves. Get all other nations to contribute. Heck maybe even get it up to 10 billion.
Do you think that will make every greedy little mercenary come out and play? Also if it worked. Would it prevent others from wanting to rise to power?

If they are willing to blow themselves up then they can turn one of them over for the reward and use that money to buy more weapons.
Bin Laden had a bounty on his head too, and see how well that worked?
It was the US that had to take him out.
I don’t think there has ever been a 1 billion dollar bounty. It seems the only bounty on the Isis leader is 10 million. People have a better chance of winning that in a lottery.
Plus the money could always be on the provision that the money cannot go to countries who have ties to terrorists or individuals who have ties to terrorists.
Does the US have an accurate and reliable list of ISIS leaders with their photos and do they have DNA for these people?
How will you know whether the bodies presented as evidence to claim the bounty belong to ISIS leaders?
New leaders will just step up.

What @jca said. As a solution, the idea is about as useful as offering a bounty on the first in line in a column of ants. There will always be SOMEONE in front.
In truth, it would be much more practical to invest that billion dollars in measures resulting in more prudent policy decisions on the part of the leadership of THIS country. ISIS is merely one of the myriad of consequences resulting from the greatest strategic blunder in the history of our country- the decision to invade Iraq.
I wouldn’t accept a check from the US government. Like Suze Orman says you’re denied. You can’t afford it.
