Can anyone be taught to speak this way and by whom?

I’m talking about the way Jackie Kennedy spoke. That soft, inviting to the ears tone with some sort of accent. What was her accent and can we be taught to speak like her?

Any elocution instructor worth their salt can teach you this, if you are willing to listen hard and practice hard.
Think Henry Higgins.
She was fluent in French. The romance languages are much more musical to the ear than the “spitting” consonant crowded tongues like German.
She also spoke in a very soft voice. She was not shrill or loud in any way (at least when she spoke on camera this was the case). This added to her allure.
I bet she sounded more like Fred Flintstone when her husband’s brain jettisoned onto her.
