What type of design is this character done out of?

As near as I can tell from a Google Image Search, it’s public domain clip-art.

Anyone with even moderate artistic talent could whip up something like that quickly with nothing more than a basic graphics program like Paint, though you might want something slightly better though I think something like GIMP .would be overkill.

It is made with illustrator and photoshop. The hair and the tshirt texture are raster and everything else is vector.
