When is the best time of year to prune wisteria?

Wisteria can be stubborn. Prune in early summer after blooming (if you're lucky enuf to get bloom), and when dormant in winter to stimulate budding for next year. Root pruning in late fall is sometimes suggested, too, as a stimulant for vines that refuse to blossom!

depends on where. My family in NY always pruned in early march
