In Dungeons & Dragons 2nd edition how do you play a diviner?

A specialist wizard. Seems underpowered to me.

I mostly played first ed, but I think 2nd edition didn’t really do specialty magic users. That was taken care of in story. You want to be a diviner, be a magic user and learn divination spells.
