Is this unprofessional neglect and have you experienced it ?

A close friend of mine was awakened at 2am with extreme throbbing in her tooth to the point she was hallucinating. She called her dentist and he said, “I can’t do anything now; take two painkillers. You’ll just have to wait until morning.” And she said, “what if I can’t wait?” and he said, “you’ll just have to.” They hung up.
I think she should have gone to the ER. I’d like to limit the answers to dentistry only if possible.
