Can the Whole Foods pricing/weight scandal somehow be a mistake or confined to the New York area?

Whole Foods was fined for overpricing in California last year.
LA Times – June 24, 2014 - “Problems included failing to deduct the weight of containers when ringing up fresh food, putting smaller amounts into packages than the weight stated on the label, and selling items by the piece instead of by the pound, as required by law, the statement said.”
I doubt that it was a mistake. They have been caught cheating their customers before.
Capitalism working as intended.
This is a company that managed to be exclusive in some areas by executing a hostile takeover of a smaller company (Wild Oats) and is still dealing with the FTC over that. I am not surprised by this new stuff, I have never trusted this company.
Wow. I don’t have a Whole Foods readily available, so I’m not up on the news. I’d assumed they were wholesome in business as in foods. Thanks for the link, @jaytkay. Looks like Wild Oats was put into play by Whole Foods, @canidmajor and has now lost it’s soul, partnering with Walmart.
As @jaytkay pointed out, they have already been fined for this practice once before.
I have no doubt that they are doing this to one degree or another nationwide even though only New York is calling them on it. After all, what begins in New York never stays in New York.
