Can you ship bay leaves across state lines?

I’m currently in California, away from my home state of Maryland. I have family MD that wants me to mail them bay leaves (just leaves, no soil or branches, etc) from family here in CA. I know mailing plant products across international lines is a bit tricky, but what about across state lines? I can’t seem to find any specific information on this, apart from general “some states have quarantine restrictions” but not much else.

Well, you probably cannot bring them into California. Check with Maryland Department of Agriculture to see if they have any restrictions on importation of plants from other states.

In general, it is not a good idea because that is how bugs and plant diseases get spread to new regions.

Liquids, flammables and anything deemed dangerous. I’ve mailed vegetation before. Most perishables are allowed so long as it isn’t something that will melt and isn’t properly packed. My husband sent Fresh cod fish overnight and they were told it was cod fish. It just had to be in a proper container. Post office just doesn’t guarantee the freshness of perishables. You mail at your own risks. But bay leaves won’t perish. I don’t get it. They sell fresh bay leaves in Maryland.
Now marijuana may be another issue. That would be drug trafficking. Pretty illegal.

I did get a hold of the Department of Agriculture and they said there is no restriction. However, my family is telling me to just check the box as checked luggage when I fly back to Maryland (which I don’t want to do because it would cost me more than mailing it and I would be fully liable if anyone screws up, etc.) For what it’s worth, I hate bay leaves but they’re getting me to flog them over for some reason.

I’m still puzzled about why Bay leaves from California are anything that special.

However, Md. is a pretty small state and Penzeys has two stores in Md. so presumably within convenient driving distance.

They carry Bay leaves (as well as a ton of other stuff) very good quality and quite reasonably priced.

I have no idea why you wouldn’t be able to. No one is going to know whats inside.

I think the restriction is on live and dormant plants, which you need a license for to sell and ship. Dried plant matter and herbs I believe are a different story.
