How strictly does Frontier enforce its baggage policy?

On frontier you’re allowed one personal item for free and it must fit under the seat. (You can bring more but not for free.) What would happen if I tried to board with a small underseat backpack plus my very small (like 9×4x3) purse? Would they try to charge me, assuming the purse couldn’t fit inside the backpack?

Why not just put the small purse inside the backpack until you’re through the line?
Assume the purse can’t fit inside the backpack
Are you sure ladies’ purse is not included? Other airlines like Jet Blue allow pocketbook/handbag in addition to the one allowed item.

If you’re unsure, call and ask them.
Sometimes airline enforcement of policies is different than the policies. For example, carry on baggage weight restrictions are almost never enforced in my experience on normal (non-discount, that is, not Frontier) airlines. Frontier’s FAQ is clear that a purse by itself would be considered the one free personal item. That’s their policy. So I was asking to see if anyone has personal experience of Frontier not enforcing that policy.
