Have you seen this animated short?
When I lived in England in 2003, when I was seven, I watched this cartoon short, but I don’t know which channel. It might have been Cartoon Network or Fox Kids. It was about a group of portraits of historical people who talked, and the heads were live-action, like Angela Anaconda, but the rest of the bodies were animated, but I am not sure – they might have been the same as the heads.
One of the portraits was that of Queen Elizabeth I. After the plot of the show (in which they talked and possibly made rude jokes) there was a written description of each historical character by their portrait, which was narrated by the narrator (although I do not know what else he narrated).
I believe I only saw one episode, and at the end of the episode one of the portraits was taken off the wall (I do not remember how, it may have been with hands or it may have been with nothing) and thrown or glided slightly outside, going off-screen, much to their dislike and shock.
Do any of you know what this short is, please?

Based upon this question and several others asked, I’d like to suggest that you also try inquiring on a different site, like Reddit’s Ask UK. The number of Jellies (members) here from the UK are limited. While a Fluther member may eventually come up with the correct answer, Reddit is more likely to produce one in a short period of time.

I vote horrible histories as well
I don’t think that it’s spitting image as that was about current affairs not history. It’s not horrible histories either – the OP messages me. I’ve never had Sky TV which I think the OP did going by other questions he’s posed

Is there any way you can ask your friend if there appeared to be any main characters in the main story part of the episode – any characters which seemed like they were recurring at all? Also, was the whole show live-action, or just the portraits? Was the main plot part fully animated?

The programme appears to have been on a subscription service since the OP mentions Fox Kids and Cartoon Network. There were two companies offering subscription TV – If you watched satellite TV in the UK in 2003 then you were watching Sky. Or you may have been watching NTL cable TV though.
I’ve never watch either of these so don’t think that I know the answer
