Why is it when some guy stares at me they give me a mean look?

I noticed this year when a guy walk pass by me, he would stare at me with a mean or dirty look on his face. For example, I was studying near my class and when this guy walk by me he kept staring, but his expression was kind of intense with a mean look. I don’t know if it’s the way I look or dress, but I’m confused.

This guy might just look like that. Some people squint, and scrunch their face when they need glasses. They don’t even kow they are doing it, mostly.
