What was the name of the program that allows me to take out yellow, add blue, etc. to a scanned picture?

IrfanView does that. It is free.

I use XnView; also free. There is a minor Holy War between XnView and IrfanView, but I stay out of that one and just use the one I like better.
This is what it looks like with the settings Gamma 0.80, Red -55, Blue +40 and no other changes.
Adding blue counters the yellowing you find in old photos; after all, they are paper.

Keep in mind you would want to ask sparingly. Maybe once a month or they will photoshop tons of cocks into old pictures of your grandma.
@johnpowell 4Chan also offers photoshopping services. I hesitate to recommend asking Reddit for about the same reason I wouldn’t advise going to 4Chan.
