Because at that point, and right through the start of the Raditz Saga, he was supposed to be evil.

See, this is why I don’t believe in evil.
He has a soft spot for kids. Only a little one, but it’s there. Also, might be a thing about orphans. He’s an orphan himself, if I remember correctly. Didn’t he smash the kid’s toy right after that? Kind of a dick move, but maybe there was a lesson in there. “Sure, I did something nice, but just because people do something non-evil doesn’t mean you can trust them. Now fuck off.”
