What movie was this?

Okay, get ready for another foggy childhood memory I have ..this time of a movie I need help figuring out the title of.

The other day a few friends and I were discussing weird movies we watched in our childhood, and none of them could figure out the movie I was trying to describe.

Only things I remember was at one point a little girl had what I believe was an elephant stuffed animal. She seemed to be spoiled? She was with her parent(s) and at one point something went terribly wrong in this big room they were in. A glass shield/tube/something came down from the ceiling, trapping a police officer or security guard inside of it (I think the elephant stuffed animal was squished by the glass, making the little girl freak out about it). The area the guard was trapped in filled with a gas and either put him to sleep or killed him.

Another point in the movie near the end, this guy and girl were in this industrial warehouse looking place with what I assume was the main antagonist, a woman with .. short pixie cut hair? I just remember at the very end she was covered in tar or oil and screaming inside the warehouse and the two protagonists escaped via…hang gliders?

This sounds absolutely ridiculous as I read back over this post but this is seriously what I remember about the movie. I don’t remember if my parents rented the movie or if it was on tv. I’m 30 now, and I was maybe anywhere from 6–10 years old when I saw it. It wasn’t animated.
