Probably because it is, no other reason. It was the most popular/successful, so why not?
Disclaimer: just from my observation.
Super Mario Bros was innovative for its time. Back then people only knew about the simple gameplay of the Atari, with simple game objectives and short gaming time. Mario presented players with a more complex gameplay and story and awesome music gamers had never heard before. Not to mention it came along with the NES, the system that resurrected gaming after the huge gaming crash and changed people’s attitude toward games.
I dispute your assumption that Mario Brothers is the MASCOT.

Pokemon the third in the top 10 of income-money of revenue. The first and second are all Mario-related.
I suppose it was the iconic game that everyone played on the NES. I sure logged hours as a pre-teen and teenager. It’s still fun to this day.

I agree with @zenvelo. Pokemon is more popular, complex, and entertaining compare to Mario Bros. If it hasn’t then it should be the mascot.
I believe if Nintendo runs a poll regarding which game is the most enjoyable between Mario, Pokemon, and Zelda, people will rank Pokemon as the first one.
