Why didn't a misdemeanor show up on a background check if it wasn't dismissed?

Someone we interviewed disclosed he had a misdemeanor for an OVI and marijuana paraphernalia 4 years ago. We had consent to run his background and nothing showed up at all. He completely cleared a background check. So now we are investigating further since it must be somewhere…since he is a top candidate.
