Hmm. You know what? I think lots of things are funny, but that doesn’t include any of these. So I’d have to question that “always.”

I agree things up above are not funny.
I think videos of people falling off of treadmills and trampolines is funny.
^ I think videos of people falling off things are very much not funny, so we’re not in agreement yet.
I doubt there’s anything that’s funny all the time, to everybody, no matter what the situation is. One thing that is funny almost all the time would be running gags. Obviously, these are different from person to person.
Pets which out-smart their owners can be pretty funny.
I don’t think there is anything that is funny all the time. It varies with time and culture, and fades after having seen it before. There are, however, things that are always tragic.
@longgone
I have some very fond memories of my cat outsmarting me. :-)
On one occasion, I was sitting in front of my computer and she was on my left, getting ready to jump into my lap.
I wasn’t ready to cuddle with her then, so I put my hand in front of her face and pushed her back a little bit.
I then returned my attention to my computer.
Shortly after that, I looked back to my left and saw that she was no longer there.
As I looked back to my computer screen, I saw her on my right, in midair and aimed right at my lap. DOH! Oof!
I was so impressed with her cuteness and cunning that I decided my computer stuff could wait.

The Marx Brothers in “Night at the Opera”.
Yes, @janbb, couldn’t agree more. Also in “Day at the Racs.” These quotes from it are still hilarious to me.
@Pachy Most of theirs are hilarious, at least in parts, but some have dull bits. My family has always loved them, but “Night at the Opera” the most.
Fiorello: Hey, wait, wait. What does this say here, this thing here?
Driftwood: Oh, that? Oh, that’s the usual clause that’s in every contract. That just says, uh, it says, uh, if any of the parties participating in this contract are shown not to be in their right mind, the entire agreement is automatically nullified.
Fiorello: Well, I don’t know…
Driftwood: It’s all right. That’s, that’s in every contract. That’s, that’s what they call a sanity clause.
Fiorello: Ha-ha-ha-ha-ha! You can’t fool me. There ain’t no Sanity Clause!
